The Office of the Comptroller of Puerto Rico published the result of an investigation on the operation of the computerized program for the automation of the loan origination and servicing process offered by the Innovation Fund for Agricultural Development of Puerto Rico (FIDA).
The investigation revealed that FIDA invested $108,058 in the acquisition of a computerized program to automate the loan process that was of no use. The project to originate loans through to disbursement was carried out through two contracts from 2019 to 2021.
However, the contractor could not complete the second phase on the subsidiary process and entry into accounting, since the Office of Management and Budget did not approve the work corresponding to the first phase, because the request did not comply with the regulations in force.
The special aide of FIDA certified, on December 12, 2022, that the computerized system developed by the contractor is not being used. In addition, the financial affairs manager of FIDA reported that, in fact, the program has never been put into production and that it is installed on a test server at the Department of Agriculture.
The investigation recommends that the executive director of FIDA, among other things, ensure in future projects that they comply with the guidelines established in Administrative Order PRITS-2021-001 of April 12, 2021.
