(San Juan-PR) – The Comptroller of Puerto Rico, Yesmín M. Valdivieso, signed a Cooperation and Information Exchange Agreement with the Superior Auditor of the State of Hidalgo, Mexico, Jorge Valverde Islas. The agreement, which does not entail any disbursement of funds, was formalized to exchange ideas, experiences, information, and scientific material.
“This agreement is part of our efforts to expand anti-corruption knowledge and experiences of supreme audit institutions outside Puerto Rico. With the Superior Audit Office of the state of Hidalgo, we also want to contribute to the exchange of good practices in the work of fiscal control,” expressed Valdivieso.
On the other hand, the Superior Auditor of Hidalgo, Mexico, Jorge Valverde Islas, emphasized that: “For me it is an honor to lead today this very significant project, the signing of the Cooperation and Exchange Agreement between the Office of the Comptroller of the Commonwealth of Puerto Rico and the Superior Audit Office of the State of Hidalgo, Mexico. I am convinced that, with the signing of this agreement, solid foundations are established for present and future collaborations, which allow us to generate mechanisms that compel the authorities who manage or administer public resources to account for the origin and destination of these, and thus avoid ambiguities in the oversight process.”
With this agreement, effective May 12, 2025, both parties will share information on audit standards and processes, and will organize technical exchange programs to analyze topics on oversight and auditing. In addition, they commit to providing technical assistance on information technology and creating technological tools for the benefit of both parties.
The Office of the Comptroller of Puerto Rico has participated since 1965 in the Latin American and Caribbean Organization of Supreme Audit Institutions. This international body fosters the exchange of experiences related to governmental oversight and control among its members.
“The agreement will allow us to take a step forward to strengthen the strategies for the oversight of public funds and property in Puerto Rico. In addition, given the evident internalization of corruption, with this agreement we acquire firsthand the techniques and strategies on how this evil is combated from other jurisdictions,” the Comptroller of Puerto Rico indicated.
