The Office of the Comptroller of Puerto Rico published the result of the investigation into the operation of the Amatrack system that the Metropolitan Bus Authority (AMA) contracted through a bid in 2018, for the maintenance, administration, fuel monitoring and fleet control. The investigation evaluated the alleged irregularities in the contracting of a company whose service was to identify the AMA's needs, and to design and integrate the software with all its components.
The investigation revealed that the Amatrack system, for which $4,581,649 was disbursed, was never used. This situation, contrary to Act No. 230 of 1974, Government Accounting Act of Puerto Rico, is attributed to the discrepancies between the company's personnel and the AMA's personnel regarding compliance with the Authority's requirements.
From the evaluation of the evidence it was found, among others, that between September and October 2021, the “Inventory”, “Preventive Maintenance”, “Regular Route” and “Call and Travel” modules were not used, and that the “Fuel” module did not interface with the Amatrack system. In addition, the 150 tablets acquired for use by drivers and mechanics were unused, and the GPS geolocation system installed in the vehicles was not operating.
The Report recommends that the president and general manager of the AMA identify the personnel responsible for the administration and follow-up of the Amatrack system in order to achieve its implementation and the continuity of services..
