The Office of the Comptroller of Puerto Rico published the result of the investigation of a complaint about irregularities in the hiring of an officer in the Municipal Police of Aguada. The complaint alleges that the Municipality recruited an officer who had been out of the state Police Bureau for nine years, as a transitory officer in the Municipal Police, without the required confidential investigation or psychological evaluation being performed. Despite this, he received a firearm, conducted investigations of complaints, and issued tickets.
The investigation reveals that the Municipality of Aguada did not take into account the regulation that establishes the maximum age of 39 years to enter the Police, since the contracted officer was 50. In addition, they did not carry out the required physical and psychological examinations, nor the confidential investigation into his character, reputation, habits and conduct in the community.
Act 81-1991, of Autonomous Municipalities, authorizes the recruitment of transitory appointments, but said authority does not nullify compliance with the minimum requirements and the general conditions to enter the Municipal Police.
The investigation recommends that the Mayor ensure that the person appointed to a position in the Municipal Police complies with the requirements established in Act 81-1991 and with the Municipal Police Regulation. The Result of the Investigation dated June 3, 2021.
