The Office of the Comptroller of Puerto Rico published the result of the investigation of a complaint related to the rental of the activities hall of the Añasco Vacation Center. The complaint alleges that the former candidate for mayor of Añasco held political events in the activities hall of this Center, and the payment he made for its use was not the rate established for the rental.
The investigation reveals that, for two activities held by the candidate on April 6 and May 5, 2019, the established fee was not charged, the Authorization Form for Rental of the Facilities was not completed, nor was a contract formalized, contrary to Regulation 7166, General Standards for the Rental, Concession or Use of the Facilities of the National Parks Company of Puerto Rico approved in 2006. In fact, this Regulation has not been updated to the changes established in Act 107-2014, National Parks Program Act, a fact that may cause inefficient administration, loss of revenue or improper use of the facilities.
The examination performed on the other 11 birthday, baby shower and wedding activities that were carried out during the investigated period found that the established fee of $500 was not charged because the hall was not in the best conditions or because it did not include tables and chairs. These authorizations -some not in writing- foster the commission of irregularities and may cause a lack of resources.
The associate park superintendent indicated that the April 6 activity was charged through an exchange for detergents, a blower, parts for trimmers and radio promotion. However, no evidence was presented of the radio promotion or of the equipment received through the exchange.
The Report further notes that the Vacation Center did not have the sanitary conditions certification from the Department of Health for the operation of the pool nor did it have an email account to carry out its functions.
