The Comptroller of Puerto Rico publishes the result of the investigation of a complaint related to the attendance of a teacher at the Rafael Martínez Nadal Middle School. The complaint alleges that the teacher was absent from January to March 2018, and that the school principal tried to conceal these absences to prevent the teacher's salary from being adjusted.
The investigation carried out by the Office of Complaints and Fiscal Intelligence of the Comptroller of Puerto Rico revealed that the supervisors and the Human Resources assistant did not supervise the attendance system nor ensure that the attendance rules were complied with. The teacher in question was absent; however, the absences were not recorded in the Department of Education's Time, Attendance and Leave System (TAL).
The San Juan Regional Educational Office informed us that the teacher was absent and that she reported it through the DE-14 electronic request. In addition, they indicated that the school's biometric system breaks down constantly. However, the absence times were not deducted from sick leave, nor were they reviewed to note that the system was “defective”.
The Report recommends that the Secretary of Education issue instructions for the Human Resources personnel to supervise attendance, for the personnel of the Time, Attendance and Leave Office, and for the supervisors to ensure that they adequately fulfill their responsibilities.
