The Comptroller of Puerto Rico published the result of the investigation of a complaint related to the payment made to faculty who taught courses during the summer of 2018 at the Mayagüez University Campus.
The investigation carried out by the Office of Complaints and Fiscal Intelligence reveals, among other things, that the chancellorship of UPR Mayagüez did not comply with Certification 109 (2017-2018), which establishes that professors would be paid $2,000 for each three-credit course in the summer session. On the contrary, and without having the authorization of the UPR Governing Board, the Mayagüez University Campus paid from $6,000 to $7,000 for each course, for a total of $335,906 in excess of what was indicated in the Certification.
The interim chancellor of the RUM requested a waiver based on the fact that the summer offerings would be self-liquidating and would yield profits. However, the Vice Presidency for Academic Affairs did not issue a recommendation regarding this request, but rather reported in a letter that the chancellors and their work teams handled their summer sessions without consulting it.
Our auditors verified that these excess payments were granted to 83 of the 90 faculty members who taught the courses during the summer of 2018. In this regard, the Comptroller of Puerto Rico recommends that the interim chancellor of the Mayagüez University Campus recover the $335,906 paid in excess to the faculty and that the president of the UPR take the necessary measures to ensure that the interim chancellor of the RUM complies with the indicated recommendation.
