The Office of the Comptroller of Puerto Rico published this Thursday the result of the investigation of a complaint related to the attendance of an employee of the Municipality of Santa Isabel.
The complaint alleges that a relative of the Cleaning and Beautification supervisor in the Public Works office was collecting pay from the Municipality but was not working.
The investigation revealed that the employee, who had worked for the Municipality since 2011, also worked as an assembler at a recruitment company from May 26, 2016 to April 30, 2017 and recorded his attendance in the AutoTime system.
The examination of the attendance record revealed that, for 46 days, the employee had worked at the corporation during working hours; however, he recorded on the Attendance Sheets that he had worked his regular schedule at the Municipality. This represented a payment of $946.27 for salary. In addition, on 28 occasions he was absent from his regular job at the Municipality in order to work at the corporation.
This situation was referred to the Justice secretary on November 22, 2021, since the offenses of aggravated misappropriation, ideological falsehood, filing of false documents or data, possession and transfer of falsified documents, and fraud may have been committed.
The investigation also points out that this employee's supervisor reviewed and approved all the attendance sheets, despite being a relative. This situation was referred to the executive director of the Office of Government Ethics, since the offenses of failure to perform a duty and criminal violations may have been committed.
