The Office of the Comptroller of Puerto Rico issued a report revealing deficiencies in resource management and compliance with legal regulations at the Department of Recreation and Sports (DRD).
Among the main irregularities detected is the lack of an accurate inventory record of the sports and recreational facilities, which has caused significant discrepancies in the reports submitted. These deficiencies have delayed the process of claiming federal funds and could have resulted in undue payments for services and insurance.
“The tests performed and the evidence in our possession revealed that the Department's operations, with respect to movable and immovable property and the preparation and submission of reports as required by law, were not carried out, in all significant aspects, in accordance with the applicable law and regulations,” the report states.
In addition, the audit notes the failure to comply with legal provisions, such as the establishment of entities like the National Council for the Linkage of Sports, Recreation and Physical Education, and the failure to render annual reports on the use of funds intended for the development of high-performance Puerto Rican athletes.
The report also highlights the failure to timely submit audits and documents required by federal agencies and the Office of the Comptroller, as well as deficiencies in the registry of movable property, which hinders the proper control of operations and the preparation of financial statements.
Likewise, irregularities were found at the facilities of the Department's Northwest Regional Office, where abandoned buildings and deteriorated furnishings were found, evidencing poor maintenance of the infrastructure.
The report, which covers the period from January 1, 2018 to April 30, 2023, recommends taking corrective measures to address the deficiencies detected and to ensure compliance with legal and regulatory requirements.
