The Office of the Comptroller of Puerto Rico (OCPR) announced today, Monday, that it established a Division of Special Investigations (DIE) that brings together the fiscal intelligence, digital forensics, investigation and technical support groups, with the purpose, among others, of expediting the processes of investigating a complaint through fiscal intelligence.

The fiscal intelligence methodology is based on the systematic use of specialized techniques for obtaining and analyzing information. With fiscal intelligence, new tools are also developed that support oversight and make it possible to detect modalities that could potentially affect compliance with the laws, regulations and rules.

“The Division of Special Investigations will have the responsibility of coordinating, advising and conducting investigations on possible fraud schemes related to the misuse of public property and funds,” expressed the Comptroller, Yesmín M. Valdivieso.

In addition, “this Division will coordinate the collaboration with the entities that receive our referrals or other external ones, in the investigations on irregularities, fraud and government corruption,” indicated Valdivieso.

Citizens' complaints are a very useful tool for detecting the improper use of public property and funds. If it is determined that the OCPR has primary jurisdiction over a complaint, the DIE will conduct the corresponding analysis to obtain, in the fastest and most effective manner, the information and documentation necessary to conclude and make the recommendations.

“At the Office of the Comptroller we develop new methods and ways of fulfilling the mission of overseeing, with independence and objectivity, the transactions of the government entities related to public property and funds. We request the cooperation of all public officials and employees in providing the information and documents we request in our investigations,” Valdivieso concluded.
