The Office of the Comptroller of Puerto Rico (OCPR) established a Special Investigations Division (DIE) that brings together the fiscal intelligence, digital forensics, investigation, and technical support groups, with the purpose, among others, of streamlining the investigation processes through fiscal intelligence. 

The fiscal intelligence methodology is based on the systematic use of specialized techniques for obtaining and analyzing information.  

With fiscal intelligence, new tools are also developed that support oversight and make it possible to detect modalities that could potentially affect compliance with laws, regulations, and standards.

“The Special Investigations Division will have the responsibility of coordinating, advising, and carrying out investigations into possible fraud schemes related to the misuse of public property and funds,” expressed the Comptroller, Yesmín Valdivieso.  

In addition, she said that “this Division will coordinate the collaboration with the entities that receive our referrals or other external ones, in the investigations into irregularities, fraud, and government corruption.” The official declared that “citizens' complaints are a very useful tool for detecting the improper use of public property and funds.  If it is determined that the OCPR has primary jurisdiction over a complaint, the DIE will carry out the corresponding analysis to obtain, in the fastest and most effective way, the information and documentation necessary to conclude and make the recommendations.”
