According to a report by the Office of the Comptroller, the officer did not perform the duties of flying helicopters with the authorized classification of Pilot in Command

An investigation by the Office of the Comptroller of Puerto Rico (OCPR) revealed that the Negociado de la Policía made $40,671 in improper supplementary payments to a pilot of the Fuerzas Unidas de Rápida Acción (FURA) who did not perform the duties of flying aircraft, in this case helicopters, with the authorized classification of Pilot in Command.
