The Comptroller of Puerto Rico, Yesmín M. Valdivieso, and our colleague Hannelore Y. Valentín Fortunet, Area Director of the Anticorruption and External Relations Office (OARE) of the OCPR, actively participated in the XLVIII OCCEFS Ordinary General Assembly. Our colleagues Javier Soto Ortiz, Data Analysis and Digital Forensics Manager, and Attorney Loida E. Pazo Díaz, Project Officer of the OARE, also participated, presenting the technical topic Digital Forensic Examination.

Santo Domingo. – The XLVIII Ordinary General Assembly of the Central American and Caribbean Organization of Supreme Audit Institutions – OCCEFS began this Thursday.

At the opening, the president of the Chamber of Accounts of the Dominican Republic, host of the event, Janel Andrés Ramírez Sánchez, described it as an honor and a privilege for the Dominican Republic to host such an important event.

“This gathering represents an invaluable opportunity to strengthen the ties of cooperation among our oversight institutions. Collaboration and the exchange of knowledge are fundamental pillars for facing the common challenges we share in our region.” Stated the president of the CCRD at the opening of the event.

The forty-eighth Ordinary General Assembly of the OCCEF brings together 13 member countries. During two days of extensive working sessions, they will address crucial topics for the future of the Supreme Audit Institutions (EFS) such as digital forensic auditing, digital oversight and cybersecurity.

“These are topics that, in an increasingly digitalized world, are of transcendental importance for transparency, accountability and the fight against corruption in our respective nations.” Said Ramírez Sánchez.

José Rodrigo Flores, president of the Central American and Caribbean Organization of Supreme Audit Institutions – OCCEFS, highlighted the importance of achieving the goals of the gathering in general and of the audit institutions in particular by working together.

Augusto José Félix Paiva, president of OLACEFS, said that this extraordinary assembly is “a shared effort that facilitates collaboration among countries and facing contemporary challenges. We recognize the importance of these events; the topics addressed will have a high impact on our audit institutions.”

Present at the XLVIII OCCEFS Ordinary General Assembly are Yesmín M. Valdivieso, comptroller of the Office of the Comptroller of the Commonwealth of Puerto Rico, Gerardo Felipe Solís Díaz, Comptroller General of the Office of the Comptroller General of the Republic of Panama, David Rogelio Colmenares Páramo, Superior Auditor of the Federation of Mexico, Jorge Gustavo Medina, Magistrate of the Superior Court of Accounts of the Republic of Honduras, Darlam Enrique Dalmau Palomino, Vice Comptroller General of the Office of the Comptroller General of the Republic of Cuba, Augusto José Félix Paiva, Deputy Comptroller General of Paraguay, and Nelson Shack Yalta, honorary member of OCCEFS.

Also the hosts Elsa María Catano, vice president of the Chamber of Accounts of the Dominican Republic, Tomasina Tolentino, Mario Arturo Fernández Burgos and Elsa Peña Peña, Members of the Plenary of the Chamber of Accounts of the Dominican Republic.

During the ceremony, a moment of silence was observed in memory of Dr. Edwin Humberto Salazar Jerez, former Comptroller General of Accounts of Guatemala during the 2018-2022 period, who passed away this past February.

Founded in 1995, in San Salvador, El Salvador, the Central American and Caribbean Organization of Supreme Audit Institutions (OCCEFS) is a subregional Group of the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS), autonomous and apolitical, formed by the supreme audit institutions of Belize, Costa Rica, Cuba, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Puerto Rico and the Dominican Republic.

The main objective of this international organization is to promote the integration and strengthening of the region's Oversight Entities through cooperation and technical assistance among the member countries on matters related to the function of overseeing public funds, in accordance with the powers assigned to each entity in its respective country.
