The R3 Program arose as part of the aid following the devastation caused by Hurricane María.
As part of an audit of the Department of Housing's R3 Program, auditors of the Office of the Comptroller of Puerto Rico are set to visit the residents of 868 homes on the Island that benefited from this aid granted to repair homes after the devastation caused by Hurricane María.
It was alerted, in a press release, that in these visits the resident will be interviewed, as well as the changes and repairs in the homes will be documented.
This program has $3,415 million dollars of the funds from the Community Development Block Grant–Disaster Recovery (CDBG-DR), of which $990 million have been disbursed, to rebuild, repair or relocate homes on the island
“Our audit standards require us to conduct interviews, examinations and analyses, to obtain sufficient evidence in accordance with the objectives, that provide a reasonable basis to issue our opinion and publish the findings,” explained the Comptroller of Puerto Rico, Yesmín M Valdivieso.
“The tests we will perform, as part of the regular audit process, will consist of examining the investment and the work that was carried out in the residences,” she added.
In light of all the fraud alerts recorded on the Island, the official specified how the process in which these interviews with residents will be carried out. In the first instance, it was detailed that the personnel of the Office of the Comptroller will communicate by phone, email or letter with the residents selected from a sample to coordinate the visit. The auditor will then carry out the coordinated visit and will be identified at all times. In no way will the personnel request personal information or money.

“As soon as this process required by the audit standards concludes, we will proceed to publish the findings in compliance with the Annual Audit Plan and the mission of the Office of the Comptroller of Puerto Rico,” Valdivieso indicated.
