The Office of the Comptroller of Puerto Rico (OCPR) published today, Tuesday, the result of an investigation into alleged irregularities in the acquisition of the licensing and implementation of a platform for the development of a distance education program at the University of Puerto Rico in Carolina (UPRCa).
The investigation revealed that UPRCa paid $254,881 for the acquisition of the platform, which was not implemented and which would have allowed the creation of virtual classrooms, access to the institutional portal and participation from multiple electronic devices, according to the contract executed on December 20, 2019.
However, the platform was not being used, no evidence was found of a work plan for its implementation, and no needs and feasibility study was conducted. This situation is attributed to personnel changes in the offices of the Dean of Academic Affairs and the Chancellor of the campus that affected the services, the dates and the development of this project.
In this regard, on December 9, 2022, the Chancellor notified the contractor of the termination of the contract.
The educational institution invested resources in a project that had no usefulness and did not benefit the university or the public interest.
The Report recommends, among other things, that the Chancellor properly plan contracting for future investments as established in “Policy ATI-013 of Circular Letter 140-16, General Standards on the Implementation of Systems, Purchase of Equipment and Use of Information Technology for Government Bodies, of 2016″.
